I liked the setting of a floating city, populated by a mix of various water-based mythological creatures. It's a story of a two-tier society, of poor treatment of refugees, and a message that you can't fight hate with violence... But I did not connect with the characters, Nami is a naive fool, Cordelia is ruthless and manipulative, and Mira just didn't have much personality. It picked up in the second half, but then the ending was too convenient and WTF at the same time.
