5 stars because of the incredible thought into the magic system! But story was a bit...choppy? A lot stuff happens so suddenly throughout the book that I put it down at least five times because of how frequently boring it was. So much set up for so many characters and then, they would be tossed aside. Maybe it was to have more focus on the main characters but it just felt, insincere.

On the flip side, it was nice to read about topics of immigration, discrimination, and unchecked powers. Also to always have the question surrounding the narrative of, "was this right? Was this worth it?" An interesting read nonetheless, just a little awkward on the pacing.
