I was excited about the concept, but gosh, disappointed. I found the book heavy handed, repetitive, and with a lot more showing than telling.
The world was clearly very well thought-out, with so many details about how everything was playing out - and yet I didn't find it plausible. I obviously suspended my disbelief for the dragons, but I felt like I was being asked to let too many things slide.
Then there were the throwaway lines about Black and trans dragons. It didn't feel like meaningful inclusion to me. And that was before I got to thedragons-rights part of the book. What was with the ending.
Would love to see other takes on a similar idea.
