Good account of how epistemic communities have been able to inflouence the European countries in the direction of greater security cooperation. Just because a state might seek to preserve its soveirgingty at all costs does not mean that influential diploamts and generals from the state will do the same. I do disagree with Cross' assertion that "security cooperation did not really take off until after the Cold War,” (45) however.
