One of Lovecraft's best in my opinion. Shadow Over Innsmouth wishes is was The Dunwich Horror.
If you found Innsmouth wanting in atmosphere, Dunwich has you covered. A very similar setting with some similar themes, The Dunwich Horror manages to keep up the level of horror throughout and has interesting characters.

The short accounts from villagers through the story really helped and I enjoyed their points of view for each oddity.
