Ruby- and Liam- consider themselves as operating on a higher moral plane than many of the others in the resistance. So when the rebels react to cruelty with cruelty, they react with horror. It's a little annoying, but they're clear character traits that are prevalent throughout their personalities, and as a facet of that, it's great.
